MPA(Master of Public Affairs)公共事務。顧名思義，指有關社會大眾的一切事務。起源于1924年Maxwell school of Syracuse University . 距今已經有80多年的歷史。MPA的課程目標是為政府部門及公共機構培養復合型管理人才，為學生提供運用管理學、政治學、經濟學等知識分析解決問題的技能。通常為兩年，Maxwell School 則為一年到一年半。最初只是為政府培養人才，如今已經漸漸大眾化，也為各大、中型私企培養公關類人才。
MPA(Master of Public Affairs)又分為MPA(Master of Public Administration) 公共管理/ MPP (Master of Public Policy)公共政策。頂尖名校的MPA(Master of Public Administration)通常屬于Mid-career課程，即為已經有相關工作經驗的人士設置，課程更偏重管理，而剛畢業的本科生則更傾向于申請對工作經驗要求不高的MPP，后者更偏重于政策方面的研究，對數學要求會稍高一些。
