Russia calling all parties for following the United Nations Security Council’s resolutions when looking for this conflict solution, stop the violence which carried by Muammar government to Libya civilians through legal means, and against the force intervention for Libya problem. The request of the League of Arab States is very clear, asking Libya to stop violence, considering establishing a no-fly zones in Libya, and also objecting outsider’s direct military intervention in Libya. My government welcomes the Council's prompt and comprehensive action to address the adverse situation in Libya in response to the Arab League's call.
We called on the United Nations Security Council encouraging negotiations for Libya crisis instead of encouraging confrontation. And we also call on stopping violence, all attacks and abuse on civilians totally, to ensure the humanitarian. All of us should call on enforcing the arms embargo, protecting civilians. All armed conflict parties have a primary responsibility to take every possible step to ensure the protection of civilians.
