有關省、自治區、直轄市教育廳（教委），新疆生產建設兵團教育局，有關高等學校:
根據教育部“對口支援西部地區高等學校工作會議”精神和《教育部關于進一步推進對口支援西部地區高等學校工作的意見》(教高〔2010〕1號)的要求，現就對口支援高校聯合培養本科生等事宜通知如下：
一、對口支援高校聯合培養本科生是指根據受援高校的需要,經支援與受援高校商定，選擇受援高校的部分本科專業招收適量學生進行聯合培養。所涉及的學校為教育部批準的各種對口支援西部地區高等學校項目中的學校。
二、以服務和促進西部地區經濟社會發展為指導，在充分研究的基礎上，對口支援高校雙方共同制訂聯合培養本科生的規劃和計劃。
三、聯合培養的本科生由受援高校負責招生和學籍學歷電子注冊(注明與**大學聯合培養);培養方案由支援與受援高校雙方聯合制定和實施；畢業證書和學位證書由受援高校頒發，注明兩校聯合培養，支援高校附加印章予以認可。
四、受援高校要加強在相關地區的招生宣傳，在招生章程中要說明相關專業與支援高校聯合培養事宜。支援高校要配合受援高校對聯合培養的學生進行相應的學籍管理。
五、聯合培養的專業、人數以及聯合培養的模式可由支援與受援高校雙方共同商定，招生指標在國家下達受援高校的招生計劃規模中統籌安排。受援高校的主管部門要在所屬普通高校年度招生計劃安排工作中，統籌安排好與支援高校開展聯合培養工作的招生計劃。
支援與受援高校要認真做好聯合培養本科生工作，及時總結經驗，及時解決遇到的問題。以往所印發的相關文件如與本文件不一致，以本文件為準。同時，各支援受援高校要以本文件精神為指導，積極探索聯合培養碩、博研究生，在其過程中不提高受援高校高層次人才培養能力，促進受援高校的相關學科專業不斷成長。
